In mid-2011, California embarked on a prison downsizing experiment of historical significance. Facing a U.S. Supreme Court decision ordering the state to reduce its prison population by roughly 25% withi n two years , Governor Jerry Brown signed the Public Safety Realignment Act (AB 109). Commonly known as Realignment, the law shifted responsibility from the state to the counties for certain lower-level offenders and parolees.
