The Bureau of Reclamation has recently completed an investigation of alternativestrategies that strive to provide for the future sustainable-use of the water resources of the Middle Rio Grande Basin in New Mexico. A review of the available literature, and discussions with regional water managers, has led to the identification of a set constraints that may result in impediments in the execution of alternative management schemes. Legal and institutional constraints of interest are: those that will probably exert little impact on implementation of alternatives: those that are likely to have some impacts, but that are manageable; those that may have significant, but potentially manageable impacts; and those for which impacts are unpredictable but are likely to be significant.
