Weaknesses in Idaho's Information System General Controls Over Its Medicaid Claims Processing System Increase Vulnerabilities

The U.S. Department of Health and Human Services (HHS) oversees States use of various Federal programs, including Medicaid. State agencies are required to establish appropriate automatic data processing (ADP) security requirements and conduct biennial reviews of ADP system security used in the administration of State plans for Medicaid and other Federal entitlement benefits. This review is one of a number of HHS Office of Inspector General reviews of States ADP systems used to administer HHS-funded programs. Our objective was to determine whether the Idaho Department of Health and Welfare (State agency) implemented adequate information system general controls over its Medicaid claims processing system.
