Regulatory Impact Analysis of the Phase IV Land Disposal Restrictions for NewlyIdentified Wood Preserving Wastes

This Regulatory Impact Analysis (RIA) estimates the costs, economic impacts, andbenefits of the wood preserving wastes provisions of the Phase IV Land Disposal Restriction (LDR) rule. The purpose of this document is to present the industries and wastes that will be affected by the rule, estimate the costs associated with treating those wastes to comply with LDR standards, determine the impact that these additional treatment costs will have on facilities' operating costs, and evaluate the human health and ecological benefits attributable to reductions in pollutant discharges required by the rule. This document also includes anlaysis of impacts on small businesses as required of the Agency by the Small Business Regulatory Enforcement Fairness Act (SBREFA).
