The Committee on Environment and Natural Resources (CENR) of the National Science211u001eand Technology Council is developing a National Environmental Monitoring and 211u001eResearch Framework. At the invitation of the Presidents Office of Science and 211u001eTechnology Policy (OSTP) approximately 110 individuals, including representatives 211u001eof state environment and natural resource agencies and regional commissions, 211u001euniversity scientists, representatives of non-governmental organizations and 211u001ecorporations, and federal agency program managers, met on April 10-12, 1996 to 211u001edetermine whether and how best to implement a Regional Pilot in the Mid-Atlantic 211u001earea under this Framework. Workshop participants were charged to identify: (1) 211u001ethe key resource management issues in the region around which to integrate 211u001eenvironmental monitoring and research; (2) monitoring and supporting research 211u001eneeded to provide information relevant to resolving these issues; and (3) next 211u001esteps for implementing an integrated regional framework by using, modifying, and 211u001ebuilding on existing federal and non-federal programs. For the purposes of the 211u001eRegional Pilot, the Mid-Atlantic region includes the states of Pennsylvania, West 211u001eVirginia, Maryland, Delaware, and Virginia (Federal Region III), the Delaware 211u001eBay, Chesapeake Bay and Albemarle-Pamlico Sound complex and their watersheds 211u001e(which adds portions of New York, New Jersey and North Carolina), and the coastal 211u001eocean extending to the edge of the continental shelf. It is also recognized that 211u001ethe direct influence of atmospheric sources and processes in this region extends 211u001eto an even larger airshed which requires monitoring.
