Congressional interest in the Chinese military, or Peoples Liberation Army (PLA),211u001ehas increased as a result of the March 1996 tensions in the Taiwan Strait, 211u001econtinuing allegations of Chinese proliferation of technology useful in weapons 211u001eof mass destruction, and reports that some Chinese defense-related corporations 211u001ehave circumvented U.S. export controls to acquire dual-use technology. The 211u001eCommission of Science, Technology, and Industry for National Defense (COSTIND), 211u001ean important, high-level PLA organization, plays a role in Chinas weapon 211u001eprograms, sales of civilian goods, acquisition of military technology, and arms 211u001esales and export controls. The purpose of this CRS Report is to examine the 211u001eorigins and command, roles, and influence of COSTIND.
