Since 1992 Russian households have adapted their pattern of food consumption tohigher prices and decresed real income. Future growth in food demand will focus on quality, rather than on restoring pre-reform levels of consumption that featured poor quality foodstuffs. The Russian government lags behind in establishing a system of general nutrition education, targeted food assistance, and other functions of a modern state usually found in a market economy.
