The Electronic One-Stop System (EOSS) used in this credential test was designed211u001eto replace current normal credentialling procedures with a personal computer-211u001ebased electronic method that allows users to prepare, apply for, and obtain 211u001ecertain types of vehicle credentials widely used in interstate motor carrier 211u001eoperations. The purpose of this credential test is to evaluate motor carrier 211u001eelectronic credentialling potential for future national deployment. The EOSS 211u001esoftware is Windows-based and designed for personal computer models generally 211u001eavailable in industry today. The three interstate credentials used for this test 211u001ewere the International Registration Plan (IRP), International Fuel Tax Agreement 211u001e(IFTA), and Single State Registration Systems (SSRS). Fifteen companies composed 211u001eof eight for-hire carrier, three private fleet operators, two equipment leasing 211u001eoffices, and two service agents participated in this test. All participants are 211u001einterstate operators. Seven companies were based in Texas, five in Arkansas, and 211u001ethree in Colorado. Their activity throughout the test was observed and monitored 211u001eby an independent evaluation team composed of representatives from the 211u001eTransportation Management Program (Arkansas State University) in Jonesboro, 211u001eArkansas, and Booz-Allen & Hamilton in Washington, D.C.
