This report responds to your request that we gather informtion on fee-charging211u001epractices of banks and thrifts (hereafter referred to as banks) with regard to 211u001eautomated teller machines (ATM) used by individuals who do not hold accounts at 211u001ethe institutins owning the ATMs. Banks and other ATM owners may charge a fee to 211u001enon-account holders who use the owners' ATMs; this fee is called a surcharge or 211u001eaccess fee. You were interested in obtaining statistical information on banks' 211u001ecurrent practice of surcharging. As agreed with your office, the objectives of 211u001ethis report are to summarize our survey data on the (1) number of banks that 211u001eoperate ATMs, and (2) number of these banks that surcharge non-account holders 211u001eand the amounts of the surcharges assessed.
