The findings of this study can be used by TxDOT to improve its procedures forestimating and evaluating drainage, erosion, hazardous spill, vibration and aesthetic effects from proposed elevated, depressed and at-grade freeways. The findings indicate that the grade level differences are significant for almost all of the factors studied. Therefore, the maintenance costs varied accordingly. The specific grade level designs of each freeway study section also affected maintenance costs. Some adjustments may need to be made to minimize these maintenance cost differences. The study findings can be implemented immediately to be presented at public hearings and to be used in preparing environmental impact statements.
