Behavioral Analysis of EPA's Mobile Emission Factor Model

This report provides a review and assessment of several important aspects of the211u001eMOBILE model, EPA's computer model for estimating emission factors for mobile 211u001esources. Inventory models like MOBILE have many uses, but the authors focus 211u001eprimarily on the Model's role for estimation of emission reduction credits from 211u001eI/M programs. The authors concentrate on how the model incorporates behavioral 211u001eresponses to I/M regulations. The effectiveness of I/M programs in practice are 211u001elikely to be strongly influenced by the behavior of motorists, mechanics and even 211u001estate regulatory authorities. In addition to an examination of model structure 211u001eand assumptions, the authors examine the empirical data used to calibrate the 211u001emodel, much of which is hardcoded and not amenable to change by users. Finally, 211u001ethe authors test the sensitivity of MOBILE results to certain assumptions with 211u001ebehavioral content.
