This publication, entitled 'What Works' in the Empowerment Zones and EnterpriseCommunities: volume II, celebrates the programs and projects that exemplify the principles of ht EEZ/EC Initiative. The examples in this publication represent only a fraction of the accomplishments found in the EZs and ECs, but they clearly demonstrate how American communities are meeting and, many times, surpassing program goals, successfully leveraging resources, and effectively creationg sustainable economic development.
