Workforce Investment Act of 1998. Opportunities for Workforce Development Practitioners

On August 7, 1998, the United States Congress enacted the Workforce Investment Act (WIA) (Public Law 105-220). The new legislation and especially Title 1 bring about a major transformation of workforce development systems in our country, consolidating and streamlining over 70 federal employment and training (E&T) programs into one system. As to older workers, the Senior Community Service Employment Program (SCSEP), authorized by Title V of the Older Americans Act (OAA) is not directly changed by the WIA. Title 1 of the new law, however, does eliminate and replace the Job Training Partnership Act (JTPA) Section 204(d) set-aside program for older workers. This booklet summarizes some of the important basics of Title 1 and its challenges and opportunities for the older work community.
