This report discusses (1) the Forest Service's implementation of fiscal year 1995211u001ebudget reforms and (2) the progress that agency has made toward becoming more 211u001eaccountable for its results. The report contains recommendations to the Secretary 211u001eof Agricutlure that are designed to improve the agency's performance 211u001eaccountability. The review was limited primarily to the funds that were 211u001eappropriated to manage the National Forest System.
