The report discusses the Nunn-Lugar-Domenici Domestic Preparedness program and211u001erelated issues. This interagency program, led by the Department of Defense (DOD) 211u001eprovides training and equipment intended to better prepare selected cities to 211u001emanage the consequences of a possible attack by terrorists using weapons of mass 211u001edestruction (WMD). The authors discuss program objectives and costs, the training 211u001eDOD is providing to local emergency response personnel, issues defined on the way 211u001ethe program is structured and designed, the equipment segment of DOD's program, 211u001eand interagency coordination of this and other related programs. As requested, 211u001ethere is also some observations about the congressional committee structure for 211u001eoversight of counterterrorism and other crosscutting issues.
