The purpose of this report is to present the feasibility, cost and benefits to211u001efull implementation of the Performance and Registration Information Systems 211u001eManagement (PRISM) pilot demonstration project (formerly the Commerical Vehicle 211u001eInformation System (CVIS)). As stated earlier, the purpose of the PRISM 211u001efeasibility study, as mandated by Congress, was to explore the potential of 211u001elinking motor carrier safety to vehicle registration to: (1) determine the safety 211u001efitness of the motor carrier prior to issuing license plates; and (2) cause the 211u001ecarrier to improve its safety performance through an improvement process and 211u001ewhere necessary the application of sanctions.
