Implementing the Oslo Peace Accords: A Case Study of the Palestinian-Israeli211 Peace Process and International Assistance for the Enhancement of Security

The report discusses the implementation of the Oslo peace accords with an211u001eemphasis on international assistance that aims at enhancing the security during 211u001ethe peace process. It identifies a set of peace building security tasks and 211u001eassesses the role of 'security assistance' in supporting the war-to-peace 211u001etransition. The study has a triple starting-point that consists of (1) the 211u001eimmediate post-conflict setting, existing threat perceptions and sources of 211u001einsecurity; (2) the Oslo Peace Accords, and (3) the constellation of relevant 211u001ethird parties. The main analysis consists of an empirical description of a set of 211u001epeace building security tasks (transfer of territory: disarmament, demobilization 211u001eand integration of former combatants; security sector reform; support to security 211u001eco-operation; assistance to enhance the parties' ability to curb rejectionist 211u001eviolence, arms control and regional security), and it discusses the impact of 211u001einternational security assistance on these processes. The report assesses how 211u001eassistance has been mobilized and co-ordinated in order to facilitate the 211u001eestablishment and development of the Palestinian Police Force. In conclusion, an 211u001eattempt is made to evaluate the role of security assistance in the implementation 211u001eprocess against a set of criteria of effectiveness.
