In 1962, the United States imposed an economic embargo against Cuba that has been211u001emodified over the years by legislation and presidential actions. This report 211u001ereviewed the implementation and monitoring of certain embargo provisions 211u001eaffecting travel, telecommunications, and trade. Specifically the managers 211u001eexamined (1) whether the decision of the Department of the Treasury's Office of 211u001eForeign Assets Control (OFAC) to allow authorized U.S. travelers fly indirectly 211u001eto Cuba by taking chartered aircraft that touched down and changed flight numbers 211u001ein third countries and then flew on to Cuba was consistent with U.S. law; (2) 211u001ewhether a telecommunications agreement between International Telephone and 211u001eTelegraph (ITT) and STET International (an Italian telecommunications company) 211u001ewas consistent with U.S. law; (3) how U.S. products can be available in Cuba; and 211u001e(4) how U.S. agencies license and monitor U.S. travelers and companies, including 211u001elicensed air carrier providers, and exports that are affected by the embargo's 211u001erestrictions. They determine whether the executive branch's changes to the 211u001eembargo in 1998 were consistent with U.S. law.
