Suggested Guidelines for Preparing and Reviewing Toll Road Feasibility Studies in211 Texas: Project Summary Report

This is the final summary report from a research study focusing on the process of211u001epreparing and evaluating feasibility studies for private toll road projects in 211u001eTexas. State legislation requires that the sponsors of a proposed toll road 211u001eproject submit a feasibility study to the Texas Department of Transportation 211u001e(TxDOT). The financial viability of a proposed project, as documented in the 211u001efeasibility study, must be considered by the Texas Transportation Commission as 211u001epart of the approval process. This study was undertaken to examine the issues 211u001eassociated with toll road feasibility studies, the approaches being used in other 211u001estates, and possible procedures TxDOT can use in determining whether a proposed 211u001eprivate toll road project will be financially viable. This report describes the 211u001etoll road project proposal process in other states, as well as information 211u001erequired from investment banks and rating agencies.
