This report addresses each of the questions posed in the project proposal. Thefirst section deals with the general design and planning of a research project using remote sensing devices. This discussion addresses the types of information which should be assembled to provide a framework for an entire project. Common data formats, site selection considerations, license plate identification and integration and data preprocessing are discussed. Subsequent sections address the specific questions posed for the SAVED database project. They include discussions on: Instrumented Vehicle Comparison; Comparison of Collocated Remote Sensors; Flippers or Intermittent High Emitters; Capture Rates of Remote Sensors; High Emitter Age Comparison. The overall goal of this report is for it to be used as a reference for designing and implementing future remote sensing devices research projects.
