USDA Telecommunications: Strong Leadership Needed to Resolve Management211 Weaknesses, Achieve Savings

This publication reviews the Department of Agriculture's (USDA) efforts to211 improve its management of telecommunications resources and act on opportunities 211 to achieve savings. As agreed, the objective was to determine what actions USDA 211 has taken to address the telecommunications management problems they identified 211 in reports issued in 1995 and 1996 and to what extent these problems have been 211 resolved. In these report, we recommended that USDA should act immediately to (1) 211 establish the sound management practices necessary to cost-effectively manage 211 telecommunications and eliminate unnecessary services, (2) conslidate and 211 optimize Federal Telecommunications System (FTS) 2000 resources where 211 opportunities exist to do so, (3) plan networks in support of information and 211 resource sharing needs, and (4) correct telephone abuse and fraud problems and 211 mitigate future risks in this area.
