The wars that followed the breakup of Yugoslavia in 1991 resulted in an estimated250,000 deaths, many of them civilians, and 2 million displaced persons. According to the United Nations Commission of Experts, the wars also involved atrocities, genocide, and other crimes against humanity. In 1993 the U.N. Security Council created the International Criminal Tribunal for the former Yugoslavia to investigate and prosecute individuals responsible for these crimes. As requested, this report (1) reviews the startup challenges the Tribunal faced and (2) assesses the Tribunal's capacity to carry out its mandate; that is, whether the Tribunal has sufficient staff, facilities, and equipment needed to investigate and prosecute individuals indicated in accordance with its statute and rules of procedure and evidence. This report includes information as of May 14, 1998.
