Background Document for Capacity Analysis for Land Disposal Restrictions: Newly211 Identified Petroleum Refining Wastes (Final Rule)

This document presents the capacity analysis that EPA conducted to support the211u001efinal land disposal restrictions (LDRs) for newly listed petroleum refining 211u001ewastes. EPA conducts capacity analysis for all newly identified hazardous wastes 211u001eto evaluate the need for national capacity variances from the land disposal 211u001eprohibitions. The capacity analysis provides estimates of the quantities of 211u001ewastes that will require alternative commercial treatment prior to land disposal 211u001eas a result of the LDRs and estimates alternative commercial treatment capacity 211u001eavailable to manage wastes restricted from land disposal.
