Transportation Development Process. A Synthesis of Highway Practice

The transportation development process may be described as the series of211u001eactivities related to the planning, construction, and operation of transportation 211u001efacilities. These include planning, project development, environmental 211u001emitigation, right-of-way acquisition, and design, as well as ongoing public 211u001einvolvement as the principal components of the federal transportation development 211u001eprocess. The TDP begins with the transportation planning process, which is 211u001edivided into metropolitan and statewide processes. Each is required to have long-211u001erange plans and short-term transportation improvement programs, which are 211u001eexpected to be coordinated. Public involvement is essential to the TDP. For this 211u001esynthesis, a survey of six major topical areas was sent to all states and 10 211u001eMPOs; 27 states and three MPOs responded.
