On April 27, 1998, at the request of the Committee on Finance, United States211u001eSenate (Committee), the U.S. International Trade Commission (Commission) 211u001einstituted investigation No. 332-393, Ammonium Nitrate: A Comparative Analysis of 211u001eFactors Affecting Global Trade, under section 332(g) of the Tariff Act of 1930 211u001e(19 U.S.C. 1332(g)) for the purpose of providing a comparative analysis of 211u001efactors affecting global trade in ammonium nitrate (AN), with special emphasis on 211u001ethe industries in the United States, the European Union (EU), and Russia. The 211u001eCommission was requested to provide its report to the Senate Finance Committee by 211u001eOctober 2, 1998. The product of interest to the Committee is ammonium nitrate 211u001e(AN) in solid form, fertilizer-grade, for use in agricultural applications. Most 211u001esolid, fertilizer-grade AN is applied to eight row crops and to pastures and 211u001eforage crops. AN is considered to be relatively quick acting since it is already 211u001ein a nitrate form used most readily by plants. Public notice of the 211u001einvestigation, reproduced in appendix B, was posted in the Office of the 211u001eSecretary, U.S. International Trade Commission, Washington, DC, 20436 and 211u001epublished in the Federal Register (63 F.R.25069) of May 6, 1998. A public hearing 211u001ewas held on June 16, 1998, in Washington, DC. Nothing in this report should be 211u001econstrued to indicate how the Commission would find in an investigation conducted 211u001eunder other statutory authority covering the same or similar subject matter.
