Employment-Based Health Insurance: Medium and Large Employers Can PurchaseCoverage, but Some Workers Are Not Eligible

To help the Congress gain a better understanding of access issues in the largergroups market, Health Insurance Portability and Accountability Act of 1996 (HPAA) required a report on the extent to which classes of large employers in the different states have access to health insurance and the circumstances surrounding the lack of access (if any) to coverage. The report provides the results of the study.
