Credit Cards: Intragovernmental Transfers and Related Concerns

This letter responds to your request for information on the use of credit cards211u001efor intragovernmental transfers and on the General Services Administration's 211u001e(GSA) new contracts for credit card services. Specifically, you asked for 211u001einformation on (1) how intragovernmental transfers are currently processed using 211u001eGSA's International Merchant Purchase Authorization Card (IMPAC card) and the 211u001eDepartment of the Treasury's Uncle Sam Acquisition card (USA card); (2) issues of 211u001econcern involving the use of credit cards for intragovernmental transfers and 211u001eactions being taken to address these issues; and (3) GSA's decision to use 211u001emultiple contracts to replace the expiring purchase, travel, and fleet 211u001ecredit/charge card contracts.
