This ROD Amendment changes a component of the selected remedial action forcontaminated soil. The original selected remedy documented in the March 1996 Record of Decision (ROD) is a series of remedial actions that address the principal threats at the Site, by removing the most highly contaminated soil, extracting nonaqueous phase liquid (NAPL) from and treating contaminated groundwater, and capping the most highly contaminated sediment. Because significant levels of dioxin are present in soil areas originally identified for excavation and on-site biological treatment (i.e, areas where contamination exceeds the action levels for PCP and PAHs), it now appears unlikely that this intended treatment will achieve the level of risk reduction contemplated in the 1996 ROD. Accordingly, DEQ and EPA have selected an alternative remedy for contaminated soil at the McCormick and Baxter site.
