The Office of Juvenile Justice and Delinquency Prevention (OJJDP) is committed to211u001eensuring that this country appropriately address situations where there is 211u001edisproportionate confinement of minority offenders in the Nation's juvenile 211u001ejustice system. Accordingly, we should be concerned that nearly 7 out of 10 youth 211u001ein secure confinement are minority juveniles-a rate more than double their 211u001epercentage in the youth population. In 1991, OJJDP established its 211u001eDisproportionate Minority Confinement (DMC) initiative to assist States in their 211u001eefforts to address DMC issues, as provided by the Juvenile Justice and 211u001eDelinquency Prevention Act. Subsequently, OJJDP awarded funds to five States 211u001e(Arizona, Florida, Iowa, North Carolina, and Oregon) to test various approaches 211u001efor addressing DMC. This Bulletin describes how the pilot States assessed the 211u001eextent to which minority juveniles were disproportionately confined by their 211u001ejuvenile justice systems, designed comprehensive DMC strategies, and implemented 211u001einterventions to address identified problems.
