Quantifing the Benefits of Active Incident Management in Rural Areas

Active incident management is the evaluation of traffic flow on the mainline and211u001edetour routes for the duration of the incident and the relay of detour 211u001einformation to motorists. Several technologies and personnel initiatives are 211u001ebeing explored to provide transportation officials with this ability to monitor 211u001eflow conditions on detour routes. The costs associated with developing these 211u001etechnologies and providing the staff to deploy them can be quite high. 211u001eConsequently, before making such an investment, agencies need to be able to 211u001equantify the benefits of active incident management. This paper develops one 211u001emethodology for quantifying these benefits.
