The project conceptualized a traffic safety risk management information system211u001eand statistical database for improved problem-driver identification, 211u001ecountermeasure development, and resource allocation. The California Department of 211u001eMotor Vehicles Driver License (DL) and Vehicle Registration (VR) database 211u001esystems, the California Highway Patrol Statewide Integrated Traffic Records 211u001eSystem (SWITRS), and the National Highway Traffic Safety Administration (NHTSA) 211u001eFatality Analysis Reporting System (FARS) each provide valuable information on 211u001ecrashes in California for conducting problem identification analyses, developing 211u001eand evaluating traffic safety programs, and allocating resources. The project 211u001eexplored these four primary systems and investigated several additional data 211u001esources suggested by the project advisory committee, including the California 211u001eDepartment of Transportation Traffic Accident Surveillance and Analysis System, 211u001ethe Department of Health Services Hospital Discharge Database, and the Department 211u001eof Justice Criminal Justice Information System. Based on a review of the existing 211u001esystems and inputs from a project advisory committee of representatives of 211u001eleading national and state traffic safety research interests, the department had 211u001edecided to develop a prototype ITSPID system that would integrate the DL, VR, 211u001eSWITRS, and FARS databases.
