Framework for Analyzing Technical Trade Barriers in Agricultural Markets

Technical trade barriers are increasingly important in the internationaltrade of211u001eagricultural products. Designing technical trade measures that can satisfy the 211u001egrowing demand for food safety, product differentiation, environmental amenities, 211u001eand product information at the lowest cost to the consumer and to the 211u001einternational trading system requires an understanding of the complex economics 211u001eof regulatory import barriers. This report proposes a definition and 211u001eclassification scheme to frame discussion and evaluation of such measures. Open-211u001eeconomy models that complement the classification scheme are developed 211u001egraphically to highlight the basic elements that affect the economic impacts of 211u001echanges in technical trade barriers.
