This report outlines the progress made on many and notes the many policy changes211u001ethat have occurred in the past year which will serve to further the goals of this 211u001eAdministration with respect to e-commerce. These developments include (1) a long 211u001eterm extension of the R&D (technically, the Research and Experimentation) tax 211u001ecredit to stimulate additional private sector research; (2) a dramatic increase 211u001ein federal funding for the information technology sector (basic and applied IT 211u001eresearch); (3) new intellectual property protection for patents and trademarks; 211u001eand (4) substantial progress on international issues relating to taxation 211u001econsumer protection, non-discrimination against e-commerce in international 211u001etrade, and an emerging consensus on an extension of a moratorium on new tariffs 211u001efor e-commerce.
