Interim Evaluation of Agrobased Industries and Technology Development Project

The Agrobased Industries and Technology Development Project (ATDP) is a five year project of the Ministry of Agriculture (MoA) beginning in January, 1995. The total project cost is estimated at US$ 40.7 million comprising US$ 10 million in USAID grant assistance and US$ 30.7 million equivalent in local currency from the Government of Bangladesh (GoB). ATDP was designed to create conditions for expanding and strengthening private agribusiness in eight subsectors Seed and field crops, Fertilizer, Agrimachinery, Horticulture, Agroprocessing, Poultry, Fisheries, Livestock by helping them gain access to three key inputs: policy, technology and credit. The purpose of the project is to increase productive employment in agriculture and related enterprises through the creation of competitive markets for agricultural and agribusiness inputs, outputs and technologies. In order to perform different activities to achieve the objectives of the project, ATDP has set up eight field offices in Kapasia, Rangpur, Jessore, Chittagong, Sherpur, Sylhet, Rajshahi and Barisal. It has organized itself into five operational units (1) Policy Unit, (2) Technology Unit, (3) Credit and Investment Unit, (4) Management Information System (MIS) Unit, and (5) Administration and Training Unit. The evaluation was conducted from August 1998 to November 1998 in order to: (a) assess the impact of ATDP to date, including the Agribusiness Credit Fund; (b) recommend possible ways, if any, in which the project might increase the impact of its services over the remaining life; and (c) help guide future USAID programming decisions in agribusiness.
