Mass Transit: FTA's Progress in Developing and Implemeting a New Starts211 Evaluation Process

Since the early 1970s, the federal government has provided a large share of the211u001enation's capital investment in urban mass transportation. Much of this investment 211u001ehas come through the Federal Transit Administration's (FTA) 'new starts' program, 211u001ewhich funds major new rail, bus, and trolley transit projects that use separate 211u001eand exclusive rights-of-way. In the last 5 years, this program has provided state 211u001eand local transit agencies with about $3.8 billion to help design and construct 211u001esuch projects throughout the country.
