It also includes an examination of claimant-level data, from 211u001efour states, that seek to identify possible effects that may have been obscured 211u001ein the aggregate statistics. The general conclusion of the analysis is that most 211u001eof the increase in average UI durations is coming from the labor market itself, 211u001enot from changes in UI policy.
