To reduce the formation of ozone, the Environmental Protection Agency (EPA)211u001eregulates volatile organic compounds (VOC) from a number of facilities and 211u001ematerials. The current EPA regulations require the use of EPA Method 24 to 211u001edetermine the VOC content of coatings and inks. Method 24 indirectly determines 211u001ethe VOC content of a coating by measuring the coatings volatile content using the 211u001eAmerican Society for Testing and Materials (ASTM) method D 2369, water content by 211u001eASTM methods D 3792 or D 4017 and exempt compounds content by ASTM D 4457. EPA 211u001edeveloped a method for measuring the VOC content of water-based coatings directly 211u001erather than indirectly as in EPA Method 24. In this method, a Perkin-Elmer Model 211u001eATD-400 automated tube desorber is used to thermally desorb the volatiles from a 211u001eweighted sample of coating, and a flame ionizaion detector on a gas chromatograph 211u001e(GC) is used to estimate the total amount of VOCs in the volatilized material. 211u001eThe purpose of this project was to conduct an interlaboratory study to evaluate 211u001ethe draft water-based coating method. A total of six laboratories participated in 211u001ethe interlaboratory study. Each of the laboratories was required to analyze four 211u001edifferent water-based coatings following the procedure described in the draft 211u001emethod.
