Role of Access Policies in Wireline Shared Resource Projects

In light of the pending declaratory proceeding in CC Docket No. 98-1, the Federal211u001eHighway Administration (FHWA) is interested in determining whether there is a 211u001erelationship between geographic extent of broadband telecommunications 211u001einfrastructure available for general use, and degree and type of control 211u001eexercised by the public right-of-way (ROW) owner over infrastructure placement in 211u001elimited access highway ROW. The paper provides background information for 211u001eevaluating a possible relationship. In addition to exploring telecommunications 211u001einfrastructure with regard to universal service, that is, geographic coverage of 211u001ethe state, the paper also explores the extent and depth of telecommunications 211u001esupport for public sector activities, specifically, communications support for 211u001eintelligent transportation systems (ITS) and other transportation agency 211u001eactivities.
