摘要

The threat from HPM (High Power Microwaves) appears in different shapes. HPM-threat appear in offensive situations as well as in defensive situations. In this study HPM weapons denote both actual high power microwave generators but also wideband pulse (non nuclear EMP) generators. The effect of HPM radiation on electronics is either that it may cause upset due to the false signals that are induced or that it might cause physical damage of the components, mainly due to thermal effects. HPM-weapons have the advantage of being able to conduct a repeatable attack with the speed of light. There is a special threat of HPM against command, control and communication systems. There are some doubts about HPM as an effective military weapon system due to the difficulties to estimate the outcome of the HPM attack. The study points out the importance in protection against HPM. Threat of HPM can mainly be covered by technical actions. Operative/tactical adaptation can up to a certain level replace or complement technical protection. The Armed Forces increase their use of COTS (commercial of the shelf) which leads to an increased vulnerability to HPM. There is a challenge to clarify which equipment that should have special protection against EM-weapons. The study also concludes that an HPM-threat against Sweden from sabotage against critical societal functions does exist.
