The SDWA 1996 Amendments require that States, in order to receive full funding211u001efrom the Drinking Water State Revolving Fund (DWSRF), must develop 'capacity 211u001edevelopment' strategies. Under these plans, all new and existing community water 211u001esystems must demonstrate sufficient technical, managerial and finacial capacity 211u001eto comply with the National Primary Drinking Water Regulations (NPDWRs). The 211u001ehandbook contains background information, worksheets and other information to 211u001ehelp Regional Coordinators, States and technical assistance providers develop 211u001ethese strategies.
