Transportation plays a critical role in providing the access to jobs that are211u001eneeded by persons leaving welfare and seeking to become self-sufficient. Only six 211u001epercent of welfare families own a car. This fact, combined with inflexible public 211u001etransit systems serving most of the country, prevents many would-be wage earners 211u001efrom seeking employment in the job-rich suburbs, from working late evening shifts 211u001eor from commuting to distant employment sites. This guide seeks to provide 211u001eNeighborhood Networks centers with ideas, examples and tools that can be used to 211u001eenhance transportation services meeting the unique needs of residents and 211u001eovercome these barriers. The guide focuses on the efforts of one community, not 211u001ebecause that community's example offers the 'perfect model' to follow or because 211u001eit is an overwhelming success, but that its experience provide insight and 211u001eguidance to other communities considering improvements to their transportation 211u001eservices.
