While the benefits are substantial, they are difficult to quantify and 211u001ethe value of information goes unrecognized. An extensive literature reviews with 211u001eState DOT's, private companies, and transportation libraries reveal that access 211u001eto information yields both time and cost savings by improving decision making, 211u001eexpediting solutions, and avoiding unnecessary research.
