Guide to Assessing Linkages between Comprehensive HIV Prevention Plans and HIV211 Prevention Programs. Final Report and Executive Summary

HIV prevention community planning, implemented in January 1994, represented a211u001emajor policy change in CDC requirements of health departments seeking financial 211u001eassistance from CDC for HIV prevention. Prior to the change, the majority of 211u001efederal funds available to the 65 health department recipients of CDC HIV 211u001eprevention funding (under program announcement 300) were for HIV counseling and 211u001etesting services. Now, via the HIV prevention community planning process, 211u001erecipients set their own priorities which they document in a Comprehensive HIV 211u001ePrevention Plan. Activities carried out under this study include technical and 211u001eexpert assistance through the pilot testing, by State and local health department 211u001egrantees, of tools and a methodology for monitoring the implementation of their 211u001eComprehensive HIV Prevention Plan. The system to be pilot tested is based on a 211u001eset of management and operational indicators developed over the past year. This 211u001esystem is intended to provide a measurable overview of how community planning is 211u001eimpacting HIV prevention programs. The Contractor is requested to support the 211u001epilot test (1) by preparing the pilot test sites to field the tools and methods; 211u001e(2) by refining the methods, tools, and associated indicators, based on the 211u001eexperience of the pilot sites; (3) by participating in the analysis and 211u001einterpretation of the collected data; (4) by documenting the changes made to the 211u001emethods, tools, and associated indicators; and (5) by developing recommendations 211u001efor broader implementation of the tools and methods.
