Procedure for Estimating Permanent Total Enclosure Costs

The paper discusses a procedure for estimating permanent total enclosure (PTE)211u001ecosts. The methodology for estimating PTE costs follows the approach used for 211u001eother control devices discussed in EPA's Control Cost Manual. It includes 211u001eprocedures for sizing various components of a PTE and for estimating capital and 211u001eannual costs. It contains verification procedures for demonstrating compliance 211u001ewith EPA's five-point criteria. In addition, procedures are included to determine 211u001ecompliance with Occupational Safety and Health Administration (OSHA) standards. 211u001eThe methodology is encoded in Microsoft Excel spreadsheets to facilitate cost 211u001eestimation and PTE verification. Examples are given throughout the methodology 211u001edevelopment and in the spreadsheets to illustrate the PTE design, verification, 211u001eand cost estimation procedures.
