This report documents roadway congestion and mobility measures in 70 major urban211u001eareas in the United States. This study contains vehicle travel, facility length 211u001eand operation estimates, and urban area characteristics from 1982 to 1996 for 211u001eeach of these urban areas. Various federal, state, and local agencies provided 211u001ethe information used to update and verify the primary database--the Federal 211u001eHighway Administration's Highway Performance Monitoring System (HPMS).
