Hazardous Materials Risk Assessment: Year Portrait of Hazardous Materials211 Accidents/Incidents and Impacts

This Hazardous Materials Risk Assessment was designed to assist the FHWA Office211u001eof Motor Carrier and Highway Safety in evaluating the Hazardous Materials program 211u001eas part of the overall motor carrier safety program, and to assist in program 211u001edevelopment and strategic planning. This report gives the results of the first 211u001ephase of the study, which is a comprehensive analysis of the impacts related to 211u001ethe shipment of Class 3 materials for 1 year, 1996. Class 3 materials were chosen 211u001efor the first phase because these materials make up approximately 52% of 211u001eHazardous Materials shipped. The Hazardous Materials Information System (HMIS) 211u001edatabase was used as the baseline database, and was supplemented with other state 211u001eand federal databases for eight states: six states belonging to the PRISM 211u001eprogram: Colorado, Indiana, Iowa, Minnesota, Pennsylvania and Oregon, as well as 211u001eOhio and California. An estimate of HM crashes and incidents was developed and 211u001ethen applied nationwide. To derive the estimated of the economic impact of class 211u001e3 materials during the study year the following impact categories were selected: 211u001eFatalities, Injuries, Cleanup costs, Property Damage, Evacuation, Product Loss, 211u001eTraffic Incident elay and Environmental Damage.
