Normally a benefit-cost analysis will not include delays and unreliability caused by difficult and variable driving conditions. This is especially relevant for the situation in North Norway during winter. The report describes the results from a project focusing on these factors. The impacts of improving sections of two national roads (including two tunnels) at an estimated cost of NOK 1.200 million have been calculated. The benefit-cost ratio was doubled (from 0.46 to 0.91-0.96) when the new traffic and benefit to businesses in the region were included. The project also includes analysis of the impact on commuting between the three municipalities which are tied better together by the two roads.
