Denver RTD's Computer Aided Dispatch/Automatic Vehicle Location System: The Human211 Factors Consequences

This report documents what happened to employees' work procedures when their211u001eemployer when their employer installed Computer Aided Disptach/Automatic Vehicle 211u001eLocator (CAD/AVL) technology to provide real-time surveillance of vehicles and to 211u001eupgrade radio communication. The analyses examined the usability of the CAD/AVL 211u001efeatures and how CAD/AVL affected the employees' work tasks. Employees' 211u001eresponsibilities remained the same but they received additional information. 211u001eDispatchers trasmit and receive more calls. Street supervisors' duties have 211u001eexpanded but their staffing level is unchanged. Bus operators use new 211u001ecommunication procedures but, initailly, expressed discomfort with the 211u001esurveillance capacity. RTD can better manage their transit operations because the 211u001eCAD/AVL system reduces the time they need to respond to incidents in the field.
