Adult Mexican fruit flies were detected on October 12 and 28, 1999, in the211u001eFallbrook Area of San Diego County, California close to the border of Riverside 211u001eCounty, California. Because of the successive detections of the pest, an 211u001einfestation of Mexican fruit fly was determined to exist. This localized 211u001einfestation represents a major threat to the agriculture and the environment of 211u001eCalifornia and other U.S. mainland States. The U.S. Department of Agriculture, 211u001eAnimal and Plant Health Inspection Service (APHIS), and the California Department 211u001eof Food and Agriculture (CDFA) are proposing a program to eradicate that 211u001einfestation. The eradication zone includes an area of approximately 7 square 211u001emiles. Although boundaries and the size of the programs proposed quarantine area 211u001ehave not been determined precisely, the area would include approximately 6,000 211u001eacres of commercial crops owned by about 1,800 growers. This environmental 211u001eassessment analyzes the potential environmental consequences of alternatives for 211u001eeradication program in San Diego County, California. This assessment also 211u001eanalyzes the proposed first operational use of spinosad bait spray in a premise 211u001eregulatory treatment.
