Procurement Reform: How Selected Countries Perform Certain GSA Activities

This report responds to your July 30, 1998, request for information on how211u001eforeign governments perform procurement activities that in the United States fall 211u001eunder the responsibility of the General Services Administrations (GSA) Federal 211u001eSupply Service (FSS) and Federal Technology Service (FTS). FSS and FTS act on 211u001ebehalf of federal agencies as central buying agents for a wide range of goods and 211u001eservices. FSS has four business lines: supply and procurement, vehicle 211u001eacquisition and leasing, travel and transportation, and personal property 211u001emanagement. FTS has two business lines: network services, for telecommunications, 211u001eand IT solutions, for IT (information technology) systems and related services. 211u001eYour offices wanted us to focus on the supply and procurement and vehicle 211u001eacquisition and leasing business lines in FSS and the two FTS business lines.
